Many adults with a serious and persistent mental illness live on fixed incomes or have limited financial resources. Oaklawn’s Semi- Independent Living Program (SILP) offers adults the opportunity to maintain their independence in the community through case management support.

The Semi-Independent Living Program (SILP) provides affordable housing and case management services for adults with serious and persistent mental illness through the Indiana Division of Mental Health and Addiction. Case managers help clients access community resources so that they can achieve the greatest level of independence possible, with the goal of becoming integrated into the community.
The Semi Independent Living Program houses up to 37 clients in its onsite facility in Elkhart. Each apartment provides residents with their own bedroom, and they share a bathroom, kitchen, and living room. Residents can stay at SILP as long as deemed clinically necessary, although eviction can occur for repeated violation of SILP rules. Some residents are employed, others volunteer or are involved in other productive activities.
Treatment Goals
The goal of SILP is to help seriously
mentally ill adults develop their skills so
that they can live successfully in the
community and become as independent
as possible. Residents are expected to
follow their treatment structure, which
can include:
- attending psychiatric medication
briefs;
- regular meetings with case manager;
- regular attendance to groups or
individual therapy;
- taking medications as directed.
Criteria for admission
SILP is appropriate for adults who
have a serious and persistent mental
illness (SMI) and who:
- are 18 years of age or older;
- are active Oaklawn clients;
- are not considered dangerous to
themselves or others;
- have a full-scale IQ of 75 or higher;
- possess minimal basic adult living
skills that will allow them to maintain an
apartment.
Applicants must demonstrate a need
and a commitment to abide by the rules
of SILP, as well as by HUD guidelines.
Priority is given to those who are in an
inpatient or state hospital setting.
Financial information
If residents are employed and/or
receive Social Security benefits, they
pay up to 30 percent of their income for
rent, which includes utilities. Rent is
subsidized through HUD funding.
